I'm running Mac OS 10.3.9, fresh install, and the iBook cannot play any kind of sound, in fact in the system profiler there isn't even a soundcard detected. Is there a solution to this or is the iBook's sound chip fried?

the power manager is corrupt. head here
that should help you reset it. You might want to copy/paste to a word editor, then print it (you wouldn't want to print the whole page)
my suggestion would be to also try resetting the pram and resetting the open firmware by holding apple-option-o-f, and typing reset-nvram and reset-all. that might also fix it.
