few things:

check to make sure the drives are set right. If there are more than one IDE Drive in it, make sure either 1. one is master and one is slave, or 2. they are both set to Cable Select (CS setting on the drives) If you are on a SCSI Disc, make sure there are no others on the same selection. I also avoid using #'s 7 and 0, as i have no idea which setting the mac takes. If you are on a CD, make sure the disc is not scratched.

If you are on an HDD and that doesn't work, try booting from a CD or other drive. 8.1 and up should work (even a generic 8.1 should boot, though it may not install a system) Another thing is to make sure the Jumper settings on the CPU are right. If it has been overclocked, you will find that a red block has been removed. This is an indication that the machine may be running at too high (or low) of a speed. Check your jumper setting Here

I have not changed anything

It booted before, but I took of the case because one of my friends pushed in the CD-ROM drive and it got stuck, but I did not even touch anything inside.

Works Now

It works now, I just booted from the OS 8.1 CD, then restarted it, and it worked.
