Setting up email server problem

Hi, I was setting up my Mail service on Mac OS X Server and when i go to send a message the the email address that it hosted with the server it is returned with this error...

PERM_FAILURE: SMTP Error (state 9): 554 : Relay access denied

Can someone tell me what this is? I've been trying to figure this out all day, and i could not find any settings or relay settings that are not set correctly.

BTW I can send an email from the address that is hosted by the server. But no users can receive.

Could this be because this is

Could this be because this is a fairly new domain and I just set up the DNS to the domain today? Maybe it hasn't propegated through the internet and my ISP all the way?
