whats the easiest way to transfer files from my pc that is setup wirelessly to my powerbook g4 that has a broken cd drive? can the powerbook see the pc drives if setup correctly?

Well, either use WiFi to network them, or use an ethernet cable to connect them. Then make sure they're both on, and your PB should recognise at least the PC HD, if not the CD, as network drives. If not then what did you do to screw up the OS.
