"MacTalker" Query

Hey!

Recently I came across this dandy little piece of software called "MacTalker".
In it's description was the following >

" ["MacTalker"] basically has the same speech abilities as
"SimpleText" does in "System 7" as long as you have the
"MacinTalk Extension" ["Version 2"] in the system folder."

Can someone please tell me what the "MacinTalk Extension" is
& where I might find it online?
