Is it possible to make a Mac to VGA adapter? If so where can I find the pinouts?

Do it yourself

It's easy enough to make one yourself and save a few bucks. Just google enough for combinations of words like 'mac monitor' 'vga' 'pinouts' and such and you'll find enough info.
