Initial Web Design/Content Management

I am in the market for a person to set up a content management system. The site is a nesletter called Braeburn:

I am using PostGre SQL, RobinHood, PHP and BeOS r5. Here is what I want to do:
*Easily add content
*Be able to change the entire site's nav bars/etc, at once
*A way for users to upload their files to my server
*Feedback feature for articles
The pay would be in American Dollars through money order, and would be agreed to prior to development.
I'm thinking a tweaked (not-ugly) php-Nuke, or Drupal (Probably overpowered)
