Installing Mac System 7.5.3 on an LC 475 with blank HD

Hey guys, trying to install System 7.5.3 on my LC 475. I have a blank hard drive in it, and I can download the images from

http://download.info.apple.com/Apple_Support_Area/Apple_Software_Updates/English-North_American/Macintosh/System/Older_System/System_7.5_Version_7.5.3/

But how would I make a bootable CD for this off of Windows? (I have an external CD drive for the 475) I also have a powerbook G4 with Mac OS X Tiger on it if it would be easier to make a disk of that.
