iMac G3 modification help.

So I'm connecting an atx PSU to an iMac G3 motherboard. I got it all hooked up and ready, I turn it on, the power LED comes on and the hard drive does not turn on. I don't have the motherboard connected to any sound or video device(still need to work on that). It is a soft power 266 MHz iMac motherboard. I have the hard drive connected to the motherboard power slot, but it won't spin up. If you have any ideas, please tell me. Thank you.

iMac start up

Have you grounded the green wire? I put a switch between the green (startup) and ground but I keep it on.

PS - the 400 is still working, replaced the CD-RW with a DVD burner.
