Open a specific share for local area network

Unix and Mac OS X

So I want to share some stuff on a local area network, and I want anyone and everyone to be able to access a folder or drive and anything in the folder or drive from any type of computer. aka open share. I googled around a bit, and it seems I need osx server? but then it is said that I can do this without os x server. any ideas? all the things I have found on google are outdated. I am running 10.4.11

Ideas are welcome.

SMB/CIFS or ftp both would be fine, however, I can not specify a folder or drive to them. it would be disastrous to have an open share, and have my personal info in the clear and visible to everyone.
