Is there a way to use a serial cable connection to my windows pc (how i transfer .dsk's using ADTpro) to connect to the internet to use basic irc chat or text based browsers (like in contiki)?

Not that I know of. Marinetti (http://www.apple2.org/marinetti/) can connect via modem, but I don't think it can use another machine's connection via serial... and it's IIgs-only anyway.
Yes, and No.
You would have to set up your Apple as a Dumb Terminal and host everything on the PC. I have not done this but there are several sites on the matter. But you can not reroute through your PC to the internet on Apple control alone.
Best thing to do is to get an Uther card for your Apple II. Then by using Contiki you can go straight from the Apple to a hub and then on to the World Wide Wed. It is a Hoot...
