Balloon Race Question

The balloon race description says 'The first player who completes a lap is the winner!' Well, he does. But before that, he remains at the starting spot for some time, then suddenly wins anyway. Is this normal behavior ? Coz then I'm missing the point. The winner keeps hitting balloons after completing the lap, so it;s not that he just needs to get one more.
