Apple Macintosh mouse M0100 horizontal movements not working

I tested the wires for continuity and all seems fine. I also swapped the UP/DOWN and LEFT/RIGHT wires. This time horizontal movements work but not vertical.

I tested it on two boards (128k and 512k) and the issue is the same on both.
