So, I'm wondering, can crackle paint use any paint as a base, or does it specifically need to use the base paint that is packaged with it? I'm wanting to use some with a florescent paint.

test it on something to see if it works with the flourescent paint
I tried it over Krylon and it still crackled. It also did some funky veiny raised strangeness too, so make sure the base cot is fully dry before you do, and test it first on a similar material
Thanks for the information, guys. Now if I can find a place that sells the black crackle paint from Rustoleum. Krylon doesn't make a black crackle paint and all the craft stores I've been to only sell the Krylon paints.
Have you tried Michaels?
I've tried a little one at a shopping center my wife and I frequent, but I need to try the big one near where I work. Then there is Pearl Arts & Crafts across the bay in San Francisco. I may check them out during MacWorld SF.
I got mine at the Micheals in McCarthy ranch in Milpitas
The crackel is only the top layer. I know when I painted Hal! I didn't know if the Red base would work or not, as they sell specific Crackle base paint. I went for it and it worked out perfectly. Just make sure you get the crackle coat on thick. You can't go back and touch it up without repainting the entire case.
