Hardware Issue PowerMac G3 (PCI Graphics)

I am having trouble with this computer, Power Mac 1.2 G4 2.6 400 mhz. I have tried to install 512 meg ram sticks into this machine but no matter what I do it only shows 1 gig. When I check the About this mac. memory it shows 256 megs in the slots I placed 512 sticks into.
All my research on this computer says it will take up to 2 gigs of Ram.

Help this is a customers computer and I'm trying to load Photoshop CS3 which says it will work on this computer with a mim of 1 gig, but it keeps crashing with a read only memory error.

Can anyone help me with this.

I even reset the Pram

The PCI G4 has a maximum RAM of 1gb and won't recognize more than 256mb per slot. The later models would recognize 512mb sticks but not that one
