They are intended to be used only in 50Hz frame rate (so called "euro") apples. The PAL cards also differ slightly between Apple ][ and IIe.
If you have an NTSC capable monitor/tv set I would suggest resoldering the designated 4 jumpers on the motherboard and replacing the 14.250MHz quartz crystal with a 14.318MHz one in order to get an NTSC color output from your europlus. Thus the image would be with better quality and with less flickering for the eyes (60Hz framerate). But if you don't have soldering skills you'd better don't try to do this...
