P key on my IIe now randomly spits out 3 at a time, and if I hold it there's no longer the repeat delay. What to do?

We have complied with zero government requests for information.
The problem is most likely intermittent contact in the keyswitch.
They are known to be flakey.
Remove it and clean the gold contact and reassemble.
If that doesn't work then maybe you need to remove and reseat the keyboard encoder IC - clean the pins on it.
