Macintosh Classic Memory Upgrade issue

Hello all,

Hoping someone can help me out with my Classic Memory problem.

I am following this great resouce, https://lowendmac.com/2016/memory-upgrades-mac-classic/

Without the memory expansion card my Classic boots with 1024K of memory.  As expected.

With memory expansion card, jumper on Simm Not Installed, Classic boots with 2048K.  As expected.

With memory expansion card, 2 x 1 MB simms installed, jumper moved, Classic boots with 2560k?.  Not as expected

I am stumped
