I think StuffIt Expander 5.5 is the newest version that will run on System 7, or at least that's what I've got on my 68k Macs.
The ridiculous situation with this is that the program is nearly always provided in a StuffIt archive when you download it, so you need StuffIt in order to install StuffIt!
The way round this is to get it off a MacOS install CD - I use the OS 9 CD for version 5.5 (the version of StuffIt Expander on there seems to be a universal app so it works on 68k too) - it might also be on the CD for a different MacOS, or the restore disc for a certain Mac, if you don't have OS9 to hand.
Download this file to your windows PC, stick a blank floppy in your drive and run the app. It'll create a Mac floppy disk with Expander installer.
