Downgrading from 10.4 to 10.3

face it, the older iMacs are not good with tiger. So, i have decided to downgrade my mom's iMac, but am having a problem. When i go to install the system (i have the whole system previously cloned to an external drive) and try to import the users from the external drive (which has 10.4 on it, 10.3 was the new install) it refuses to import the settings. It keeps saying that I have to upgrade the system to import.

My question is, how can I do this and keep the user folder. I really can't recreate the accounts, as I don't have all the passwords for the system, and I need them to be imported on there. I am going to try an archive and an install and see if I can do it like that. Anyone got ideas?

Oh, and the clone was doing carbon copy cloner, so i didn't just drag the files to the external for backup. It just refuses to import from 10.4 into 10.3's install
