If one soldered a motherboard with a leaky solding iron...would be ok as long as the mobo was isolated?
Also, anyway to test for leak voltage?

Leaky? You mean voltage from the heater is present on the tip?
If so, I would be reluctant to use it. Use an "ESD Safe" iron instead.
