is it possible to connect that to a USB iBook? Otherwise, I would have to rebuild a PC to make it work, and I don't want to do that.

Neither is doable particularly easily, or cheaply for that matter. It would be alot cheaper to go out and buy a USB/Firewire external tuner as they are pretty cheap now.

Be aware that most current USB TV tuners are going to be USB 2.0. Check to be sure that they are USB 1.1 compliant. Unless that is an iBook G4 it's only got USB 1.1.
