I would like to upgrade the video card on my ibook G4 12inch to probably the 128mb one that is used in the Powerbook. Would it be possible for me to buy one and install it? If it isn't possible, I would just like to know why. Thanks.

Not possible. Why? Because the video on Apple laptops isn't swappable -- it's integrated into the motherboard architecture. To upgrade the video, you'd need to swap the entire motherboard.
And before you ask, no, you can't install a PowerBook motherboard in an iBook case. If you really want better video, you'll need to buy a new laptop.
