Keyboard button on Apple IIc Plus?

I recently acquired an Apple IIc Plus computer and monitor. I cannot figure out what the keyboard button just right of the reset button is used for?

It switched the Keyboard from

It switched the Keyboard from QWERTY layout to DVORACK layout
