I want to get the 1998 version of ProTerm 3.1
Yup, I'm a "registered" owner in that I have the original disks and box and reference materials that I purchased many years back. I can provide proof of ownership too.
Is there a way to get this final 1998 version somehow?
There are some highspeed patches that only work on the Jul-5-1998 version.
This talks about some of the extra drivers and patches:

One of the posts on that link you mentioned says this:
"Thanks Hugh, for bringing this to everyone's attention again. Some may still be trying to update the May '93 copy.
Here is the link to the '98 version.

Using the latter link shared by Keatah doesn't work for me and leads into "Access denied"
Any help ?
The last time it worked it was defaced.
And if you further read into the description, it says that it is still the 1993 version. While the 1998 version was available to be posted at the time, for some arbitrary unconfirmed reason, the 1993 build was posted.

Not sure if its of any use.
Mention was made of A2retro and Asimov.

Update:
I also found this:

Update 2:
There are also 3 ProTerm auctions on eBay, They are 3.5 inch disks, but they did not
have a Version Number so I sent the seller a message asking which version they are.
The demo version's files are still timestamped 1993. While I did not check that exact link/version (forget which utility converts .bsq files offhand) I looked at other images supposedly made from that file.
Asimov is a dead end.
Didn't investigate a2retro. And I think maybe Hugh Hood has a copy. Also, maybe Tony Diaz. Since I know neither of them maybe someone who does can contact them on my behalf? Instead of me just getting in their face unannounced.
Old software sleuthing is supposed to be fun!!
(ADDED)
I may expand my search to include IIgs files and whatnot because it is from the end of that era more-so than the II+ and //e era.
Let me investigate it for you.
