Apparently this was used in test engineering.
In Ireland.
The single stepper was used in the rework area -
failed motherboard would be examined by the
technicians using the single stepper and
could determine the fault. (RAM, shorts, opens)

Will it work with a IIGS?

I think it was just called the John Bell Engineering Display Card.
Anything that reads out the Address and Data lines would do. Just buffer the signals and feed to individual LEDs or decode to hex displays.
Could be used in a IIGS, but without decoding/displaying the current memory bank as well it would be less useful.

I did a search for John Bell Engineering Display Card and
nothing comes up. Are you sure that is it?
Also, I have just checked the price for ebay of paddles.
$265!!!
