Through a bizzarre series of events I came to fix'n'up an old Pentium III machine to act as an ADT & CFFA "server".
This is neat and practical because I can view live video from my Apple //e on the same monitor as ADT and Windows Explorer windows. Great for pushing files around and making disks. Also good for download from asimov straight into the real Apple where you can make a PC directory appear as a virtual disk.

How are you getting the video into VLC?
VLC, itself, is using the DirectShow capture driver. Part of the standard DirectX package. Media, Open Capture Device.. And it grabs the video from the composite-in connector on the videocard. This is all standard stuff in VLC. No special tricks.
In this case the videocard (and all of the Pentium III) is one big-ass composite-to-dvi converter.
Thanks, the video capture card with composite input was the part I was missing.
