When I try to restart there's a humming sound and the white light on the front blinks off and on, then off, and the computer makes the start up sound and starts, but still a black screen and no little white light on the front edge.

This can be one of two things. A bad reed switch/inverter cable will trigger symptoms along these lines. Assuming it isn't making the POST error beeps, try this first. If you hear an unusual beep when you start it that is synchronized to the flashing of the white light - try removing any extra ram. If that doesn't help, you likely have a bad logic board. Since it's a dual usb form factor machine (based on your description), it isn't too bad to work on. Though, it may be covered under REA (assuming this is a g3). The light only blinks during sleep. It shouldn't come on when the iBook is running. You may want to place a small magnet near the button for a second. ax0n used my iBook for a demo of a magnetic reed switch one day, and it fixed the funky sleep problem I'd been having.
The humming is probably the CD drive doing it's self test and disc seek. The system seems to take a few seconds to cycle between sleep/on, so that may be why you get a few blinks at first.
