I have an old performa 630cd just waiting to be hacked, but I'm not quite sure what to do with it. Anyone have any suggestions that are cost effective?

Put a 6500 board in it with com slot ethernet, and either USB or a newer video card, and it would be like new!
Can the power supply even handle that?
I've run a 5500 mobo in a 630 before, but that was without any PCI cards. I wouldn't try adding too much before adding in the 3.3v regulator hack from the PCC conversion guides. Otherwise it should "just work".
I think that I'll just add a nwe motherboard (whatever I can get my hands on), usb, and a bigger harddrive
You can use about any of the ifra-red Mac logic boards in your 630CD. The best to get are the 54/5500 all-on-one boards or the 64/6500 boards that go up to 300MHz in the 6500.
The RAM is fairly cheap for the boards too. The specs say to use EDO DIMMs, but you can use the cheaper and more abundant FPM DIMMs as long as the are 5volt. You an use two 64MB DIMMs max.
As mentioned there is an issue with the PCI cards which you would be better off not if you don't install any.
Luckily the 630 uses IDE hard drives (a.k.a ATA) so you can easily find a 6GB used hard drive for it from an iMac which sell cheap.
You may want to swap the old SCSI CD-ROM with a newer 12x or 24x CD-ROM drives from the later beige Macs. You can find 12x on Ebay or elsewere for $10 or less.
