Hi,
I bought a Mac Color Classic on eBay; The seller reassured me that it would turn "on" but the hard-drive wouldn't be recognized. When I got the Mac and turned it "on", it didn't do anything. Not so much as a ding or hum. I checked the fuse under the monitor, which was the only one I could find, and it was ok. I replaced the PRAM battery with a brandnew battery. Still no improvement. Now here is where it gets interesting; If I remove the mother-board and turn the Mac "on", the hard-drive spins for a few seconds, the monitor turns "on" and the cooling fan spins. I don't know what else it could be besides the motherboard. I guess I'm not too terribly concerned; I am planning on using the shell to make a modern AIO Mac. It would have been nice to see the Mac work as it is.
Any suggestions?
Let the seller know... give him the grief he deserves...
The chance of the mobo getting damaged in shipping is pretty low. He knew he had a dead board, but embellished in order to sell his junk.
I hope you're turning on the CC with both the switch on the back and the power button on the keyboard. Other than that, I'd say motherboard.
Switched on, but did you use a keyboard's power-on key?

Basic question, but it must be asked: Did you just turn the power switch on the back and stop there? If so you also need to then press the power button on the keyboard. When you turn the CC off, just leave the rear switch on and use the keyboard, unless you plan on unplugging it for some reason or other.
EDIT: Wow, we're a quick bunch...
