Just picked up a apple 2e. Plugged it in and turned it on. Apple2 logo came on and control-reset turned it to applesoft but no other keys worked. Only keys working are contnrol, apple keys and reset. Tried resetting the cable to the motherboard. Any other tips would be appreicated.

The keys you describe as working dont use the keyboard controller or the keyboard ROM, the non functional keys however do rely on them.
So that is where I'd start looking for the fault.
The keyboard controller needs -12V.
It's the AY3600PRO. Pin 27 -12V, Pin 30 +5V, Pin 15 GND.
