I recently acquired an Apple /// that won't boot any Apple /// disks. I think the problem boils down to the logic board and the memory board. Seeming, from what I've heard, the 5V and 12V boards are not interchangeable I cannot test the spare 5V board I have. My question is are the 12V and 5V logic (motherboards) boards interchangeable? If so, then all I need to do is purchase some 5V RAM. The 5V board is brand new so I cannot see why it wouldn't work. If they are not interchangeable then how did the dealers at Apple perform the change from 12V to 5V.

The original 96K-128K Apple ///s that used 12 volt memory are quite different from the later 128-256K 5V units. Sadly, the earlier machines are terribly unreliable (which is why Apple tried to replace all of them, for free, back in the day), suffering from a number of design issues that simply rendered them unreliable. The motherboards and memory boards are not interchangeable between the "generations".
If you really want to do Apple /// work, I'd suggest finding a later unit. I know it's not easy, but it's probably easier than getting your existing unit to work.
