IIc keyboard on IIGS logic - compatible?

Is the keyboard on a IIc or IIc+ compatible with a IIgs logic board?

ie the IIGS version before ROM 3 that has the connector for an Apple ][ keyboard matrix

ie, is the IIc kb the same as an A][ kb?

Uh... I know you can interface an Apple IIc Plus keyboard to a ROM 01 GS.
