I was wondering if it was possible to hook up a Powermac 5500 monitor to a ATI Radeon 9000 video card.

probably - it's been done on the Beige G3 All-In-One (AIO), and a little googling should find that - not a 9000, but some other ATI card IIRC. Then you'll need to find various pinouts for the internal connectors of the 5500, do a bit of research, hope and pray, pick up your soldering iron and wire strippers, and go for it.
There might be some handy hints in the Colour Classic hacking circles, as they use the same motherboard edge connector (again, IIRC)
