Apple IIe Issue (weird chars, etc...)

Hello Everybody,
writing from Italy, so sorry for my typo's...
I own an "Apple IIe" which I bought from a French guy.
By switching it on, the computer beeps and I get a strange "Apple §°" or "Apple $*" something message with nothing else (attached the pic, by now i'm able to use the only TV out which isn't vivid at all).

Anybody know if he is still around? He used to sell capacitor replacement kits on eBay and also performed power supply and keyboard repairs on old Apple II's...

Tried to reach him various ways recently, and not getting a response - wondering if anyone knows what's up?

Vulcan power supply
