Win98/Apple2 disk handling again

Hi!  I am working on stuffing a new Win98SE computer and want to hook it up for my work, including programming.  I still have a Zip disk with cc65 on it and want to update it to a new version.  Now, a while ago, I asked here about a command-line utility that runs under Windows 98 abnd got an answer, but I don't remember the nams and can't find the thread.  I tried several search requests but couldn't find it.  :)  IIRC, I did download it.  Can somebody here give me the name of the program, so I can search for it in my Downloads folder?  Thanks.

Two candidates

Was it the thread about ORCA C docs?

Or perhaps ProDOS disk-handling from MS-DOS?

I should've mentioned that I

I should've mentioned that I looked further after the post and found the item.  Thank you, though.
