The board itself looks like an off-the-shelf wirewrap prototype board for a VMEbus backplane. Coincidentally NuBus and VMEbus used the same Eurocard connector, so unfortunately the fact that the board "fits" in a NuBus slot doesn't tell you anything about what it's actually for. (In theory it would make perfect sense for Apple to use off-the-shelf VME prototype boards in their labs when mucking around with NuBus projects since they're nice and large, and fitting into the case with the lid closed isn't a concern. On the other hand, it's also possible that Apple was using VMEbus chassis for some in-house project.)
The Google-able part numbers are basically simple TTL glue logic and a couple of small SRAMs. If I had to guess I'd say it's an interface card to some high-speed peripheral, not a computer. The two wide unoccupied connectors in the middle of the board hint at there likely being another board sandwiched on top of this one which contained the bulk of the "controller" logic.
