After turning it on. If it sounds like it's booting up, wait a bit and press the power button and then right after press Enter. If it shuts down then it's likely a monitor problem. Flyback transformer would be a first guess.

What you're seeing is the norm for a blown flyback transformer, or other badness in the monitor/analog board section. Something in the monitor proper might be damaged as well, if the thing was treated that brutally.
If you have a Mac->VGA multisync adapter widget lying around it might be worth verifying that the computer itself is okay. Just take off the first layer of plastic shell on the bottom to access the port. (It's held in place by a single screw.)

I have consistently had trouble with X on Bondi 233's. One problem I encounter is similar to yours, but only appears any time I try to install something. My fix is dropping my memory down from 512MB to 256MB by physically pulling RAM - OpenFinware commands to ignore the RAM never seem to work.
I agree with the idea about using an external monitor as described above, but you could try to boot off of a Classic CD to further isolate the problem.

i pulled it apart, there was severe physical damage to the actual CRT, cracked glass, well i will end up putting it into a different case, i have been wanting to make a unit that can store my divx movies and play mp3's and the apple presentation system will do just that with it, now i just gotta find a suitble case for it
1U - its the only way to go! Oh and make sure you add one of those upgrade cards so that you can have firewire as well!
The justification for having a 1U server case at home escapes me, personally. They're terribly unweildly unless you plan on dedicating approx 2ft x 3feet worth of floor space for a rack to put it in.
(And then living with the gawdawful din eminating from all those fans once the rack starts getting populated. Rack cases are *not* quiet.)
