Ok I have a Quadra 660av and a Blue and white G4 (again don't ask) that i want to network together, I have the following items that i can use to network them together:
2 T-base 10 hubs
2 maybe 3 Ethernet patch cords
4 Apple Talk Cables
for the sake of what i am doing lets just say that there is no way to attach a Ethernet cable to the quadra 660av.
You certainly aren't going to be able to network them with just the items you listed. You need to get the 660av to work on Ethernet, or get the B&W/whatever to work on LocalTalk. Getting the 660av on Ethernet would be the easier approach; IIRC they have an onboard AAUI port, so all you'd need is an AAUI-to-10BaseT transciever.
where can i find one of those?
Google "AAUI Transceiver". Basically, eBay or a Used Mac/Surplus shop. (Both URLs are examples, not recommending either source.)
If you have a local computer store (a MicroCenter of the like) that's been in business a long time and sells Macs it's possible they might have one sitting around as old stock. Problem there is that they *might* give to you for $5 just to get rid of it, or they might try charging you the $119.95 that's still on the peeling 1997-vintage price tag sticker. Never can tell.

I've got boxes of the things for which I'd love to find homes, one is your's for the postage on an Self-Addressed-Stamped padded envelope. I'd have to toss one on a scale to determine the postage needed . . . less than 1 lbs. though. I'm in USA 08618.
