Problems on Apple IIe unenhanced PAL 240V

Hi to everybody,
I need Your help/suggestion:
I bought an Apple IIe unenhanced and I tried to switch it on (I live in a 220V country). The screen has random characters inverse and normal. When I press CTRL-RESET I see a blank screen with APPLE ][ and the cursor. I can insert applesoft commands but the "INT" command is not recognized (SYNTAX ERROR). I tried with self test (CTRL-CLOSE APPLE-RESET) but I can see only random characters and sometime the text IOU FLAG ER:05.
It is obvious there is a problem. Any idea? (RAM corrupted? anything else?)How can I find the problem? Is There a way to test the IC's on the motherboard?

Any help/suggestion will be very very appreciated!!

P.S. there is a 80column card with 64k inside (the PR#3 command works and I tried to switch the Apple on with and without card inserted: always the same)

The IOU chip, at position E5 on the motherboard, is suspect. Attempt to reseat it in the socket, and if that doesn't fix it, replace the chip.
