How do you dump a ROM? (Character)

A link would suffice, I have this character ROM that I'm fairly sure is aftermarket. May be worthless but I thought it might be good to dump since I don't see any info anywhere. 

 

Sticker on top says

(c)1984 CLSYSTEMS

MODEL: 

SERIAL:

With ALA hand written somewhat beside both model and serial. 

Just in case anyone recognises it.

The CHARGEN ROM is not

The CHARGEN ROM is not readable in system.  You need some kind of programmer or ROM card to read it.  If it is for a ][+, it is probably a 3rd party lower case chip.  Those were extremely common.  Most clones came with the equivalent.  Clones that used an upper case only ROM like the one Apple supplied in the ][+ were fairly rare, because there was no reason not to supply lower case.  I honestly don't know why Apple didn't start putting in lower case standard until the //e.  They could very easily have done what many of the clones did which was use a lower case ROM or EPROM and put in a shift lock key where the power light is on the ][+.  That would have been a minimum amount of work and would have made life a lot easier for a lot of people.

I wasnt expecting in system. Absent of any other advice, I'm planning to pair it with an arduino and dump the contents to its serial monitor.

That's one way to do it.  You may find buying an EPROM programmer to be worthwhile though.  There are several of them that are < $100.
