Noob questions.

I picked up an Apple IIgs for fun (had one as a kid). I have the GS, monitor and a 3.5" floppy drive. Installed is a 256k memory card. nothing else. I have downloaded the 6.01 operating system for it. Anyways i have a few questions. I did some research but to be honest I am not sure I am searching for the right topics. Or I am and not finding it.

My questions are:

CPU

I read this today

In fact, the Apple II did two memory accesses per cycle, two million per second at 1MHz, with the video accessing the memory during
the first half of Φ2, and the processor during the second half, interleaving, so both could access the same memory at the same time
at full speed, with no conflicts.

Any idea from what Apple II book this is from?

Apple IIe PAL 820-0073-B does not boot

Hi All,
somebody can help me?
No BEEP, no DRIVE running; only garbage on screen (see pic)
Cleaned pins of ROM, CPU but nothing.
Any idea?

Step2
Replaced all 3764 with 4264...some time at switch on I hear the beep but always garbage. Reset combination works but the drive runs for few seconds without success.

Step3
Tried to replace the 6502 with 65c02 removed from working iic. Nothing

Step4
Tried to replace the rom with iic rom. Only vertical strips on monitor.

My doubt is a sort of "white oxidation" found on the IC of existing rom (see pic).
I've found this on ebay,

https://rover.ebay.com/rover/0/0/0?mpre=https%3A%2F%2Fwww.ebay.com%2Fulk%2Fitm%2F201822216278

someone can suggest me if purchasing?
Could be the problem?

How is the Apple II Plus keyboard encoder supposed to work?

(Darn, I just typed out a huge message, and when I submitted- it disappeared!)

I've recently acquired an Apple II Plus- and when I turn it on, the power light lights, the speaker beeps, and I see Apple II on the screen and a blinking cursor. However, the keyboard doesn't provide any input- except for CTRL-RESET works. No other keys work.

I've googled a bit- reseated any related chip I could find, verified continuity between keyboard encoder board pins and keyboard, keyboard ribbon cable, etc. No avail.

Can anyone point me to documentation of how the encoder is supposed to work? For example, a closed key switch- how is this "read" by the encoder, and what is sent through the ribbon cable to the motherboard?

Interfacing the Apple

I found this article on line written by Steve Jobs.
(Yes I am shocked!!)

It appears in the magazine Interface Age.

Unfortunately it is no the whole magazine.
Archive.org has this mag in their archive
by not this particular issue.

Are there any other articles written by him
for the Apple I, or II?
