I want to build the absolute fastest, balls-to-the-wall, screaming eagle, Takky/Schmacky, Color Classic that runs system 7.1.
Looks like there are quite a few logic boards to choose from. What do you recommend?
And also, do you agree with me that 7.1 is the snappiest, most stable Mac OS?
The oft-repeated answer here is: it depends.
The motherboard you choose will have an influence on the OS you use. A PPC board won't run 7.1, so that limits you to 68K boards. If you can track down an LC 631 board or derivative, you get two simm slots.
Schmacky? Haven't heard that one before. :?

As eeun says, a 631 board will get you the most bang for your buck because it will run 7.1 with a 33MHz 040 CPU, and it will give you 2 SIMM slots for easy upgrading of RAM to 68MB (32*2 plus 4 on the logic board).
However, it seems like a lot of effort just to get that 2nd RAM slot. (Not disagreeing with eeun here, just pointing it out.) Without having to remodel the inside of the CC's case, you could just stick a 575 board in there and still get 36MB RAM, which I imagine is plenty for anything you could do with a machine that had
a 68k CPU, (b) a 9.5" VIS screen, and (c) System 7.1.
Just make sure you swap out the 631/575's LC040 chip for a full '040. (The Quadra 630 already includes an '040, but the LC and Performa variants don't -- I forget which ones come with two SIMM slots and which ones come only with one. All the 575s have only one SIMM slot and come with LC040s.)
Also, it is possible to obtain 64MB, even 128MB SIMMs that will go in such machines. So you could conceivably have a 132MB CC with a 575 logic board (I have one myself).

I know the Quadra 840AV had a 40MHz 68040, but I don't know if it's in a LIF or soldred to the motherboard. Would that work on a LC 475 logic board?

No, really...it's socketed and fits in a 475, 630, 700...whichever you choose, without any trouble. Swap the oscillator and you're at warp speed. Relatively speaking, of course...(double pun!)

The LC 580 has two SIMM slots, and IIRC the 630 has one. FWIK the 640 may have two. I'm assuming that the 63x series all were the same mobo with only software variations.
I've got a stack of 5200/75 to 5500/250 boards laying around and a spare 580 board, but I don't think I've got any other 68k IDE boards around (630+). One of the 580 boards has the 68040 from ax0n's WGS 80 in it. It really was a simple pull and swap, but you may need to do a little thinking about the heatsink. IIRC the clip held it down at the sides of the socket, but there were no tabs to latch to on the 580 board.
Or a 260 Mb 631!
AFAIK the 630 has two aswell ... runs to check ... well its a *Performa* 630 (DOS) but it does have two slots
